RESUMO:

This study aims to investigate the existence and implementation of public policies for community libraries through the Municipal Secretary of Culture of the Municipality of Juazeiro do Norte through the Public Library Dr. Possidônio da Silva Bem, as a representative of the State System of Public Libraries and Community communities in the Cariri region. The research problem is based on the lack of information regarding the existence of public policies for community libraries in the context in question, adding to the lack of information on the existence of these information spaces, the way of managing and organizing these environments. As a general objective, he wishes to propose the development of a policy for community libraries containing guidelines for management and organization and interaction with the community. To achieve this purpose, the specific objectives aim to: perform the analysis of the existing mapping to identify Community Libraries in the Cariri region; to propose the participation of Community Libraries in the Municipal Culture Plan of Juazeiro do Norte; formulate guidelines to assist in self-management and organization for the effectiveness and social responsibility of these spaces. The research has the following hypothesis: community libraries that are born in local communities, spontaneously through the interests of only one individual or the collective, which are located in the spatial delimitation of the study in question, which act as information spaces and culture, under the partnership with the State, these can become strategic environments for the implementation of public policies for the development of effectiveness and socio-cultural interaction. Regarding the adopted methodology, the research is characterized as for the ends as descriptive and exploratory, as for the means it is structured as bibliographic. For data analysis, the study is designed as quantitative and qualitative, as a tool for gathering data from the analytical process, a questionnaire consisting of semi-structured questions (open and closed). As for the field, it is delimited as a case study. Thus, it is expected that the results may contribute to the insertion of community libraries in the Municipal Culture Plan of Juazeiro do Norte and assist effectively in their management and organization. At the end of the research, as a collaboration, the study will present a practical manual containing guidelines regarding self-management and organization of community libraries for the development of effectiveness and their social responsibility in the context where it is inserted.
