SUMMARY:

Water management in Brazil has a legal framework considered a social achievement, as it conceives a management model that establishes an institutional arrangement based on a new type of organization for the shared management of water resources. The current model, based on the principle of protection of integrated, decentralized and participatory governance, transfers many decisions to the local level, based on the organization of water management units, and the application of this principle offers the opportunity to integrate the conflicts between the actors that integrate the water supply system. Basin committees are the appropriate local instances to determine the form of water management, but the implementation of this approach reveals obstacles that presuppose a permanent process of negotiation and cooperation. The present work discusses the types of conflicts in the dams monitored by COGERH, in the SBHS. Conflicts were analyzed
according to some characteristics such as: parties involved, coverage area, object, instance, environmental impact, institutions involved in the mediation. In this context, the management of the Salgado Sub-Basin Committee – CSBHS is a challenge because it mediates several conflicts of different natures, therefore, it is due to the committee the performance of articulating strategies of this nature. After analysis and discussion of data and formulation of typologies, some conclusions were indicated that emphasized the influence of the hydrological scenario on the duration of the conflict, the more active participation of individual or group categories and the need for greater attention in the organization of users, managers and in deepening the hydrological knowledge of the basin.
