SUMMARY:

One of the major socio-environmental problems today is the inadequate final destination of solid waste in urban areas. In Brazil, even with the determination of the closure of dumps by law 12.305/2010, which sanctioned the National Policy on Solid Waste, there are serious issues involving socioeconomic and environmental aspects that make such closure difficult. In Juazeiro do Norte - CE, for example, there has been, since 2018, a Degraded Area Recovery Plan (PRAD) for the area of the former dump. Among the measures aimed at evaluating the effectiveness of the performance of the interventions adopted for the recovery of that area is the monitoring of surface water quality. However, in addition to this measure having only been carried out in 2018, no more complete study has been carried out, nor proposed in the PRAD, to assess the socioeconomic and demographic conditions of the population living in the vicinity of the dump area and recyclable waste collectors. In this context, this research aimed to evaluate the socio-environmental degradation of the area of direct influence of the old dump of Juazeiro do Norte - Ce. For this, maps of hypsometry and direction of surface flows of the area were prepared, physical-chemical analyzes (COD, OD, SD, pH, EC and T) were carried out on water samples collected in natural and leachate ponds, located in the area of the and its surroundings, and soil samples were collected in the aforementioned dump for analysis of TOC, C-labile, CSA, pH and EC parameters. For the statistical treatment of the data obtained from the analysis of water and soil samples, the PAST software was used. Forms were also applied containing questions related to the socioeconomic and work situation of recyclable waste pickers, and on social, health and well-being issues of residents adjacent to the dump area. From the results obtained, it was found that, in the dry season, the average values of COD in the slurry pond (3,383mg/L) and in the natural pond inside the dump (1754.67 mg/L) were characteristic of leachate, while at the end of the rainy season, due to the dilution effect, the COD values significantly reduced (120 mg/L: slurry pond and 42 mg/L: natural pond). It was also verified the non-compliance of the OD values with CONAMA Resolution 357/2005, for class 2 water bodies. Finally, it was verified that the soil quality, health and quality of life of the population of the studied area were also heavily affected by the landfill. Another group that also felt the harmful effects of the dump were the collectors, who worked in subhuman conditions, exposed to various risks and exhausting working hours. This group of workers had their conditions worsened with the arrival of the Covid-19 pandemic, as it affected their income and mental health.
