RESUMO:

The State has the role of guaranteeing the individual's well-being. However, people with disabilities lived excluded from this environment. However, in Brazil, the training of teachers to teach the Brazilian Sign Language (Libras) has contributed to the inclusion of these people. In this sense, the study aimed to analyze the process of implementation of the Literature/Libras course at the Federal University of Cariri (UFCA) and its impact as a mechanism for promoting the rights of people with hearing loss/deafness. Conducting a qualitative and quantitative descriptive study, as well as analysis of the political-pedagogical project of the course (PPC) and the application of semi-open questionnaires. From the PPC, the content was categorized, extracting the objective of the course, the methodology and the motivation for the implementation of the course. In addition, the implementation of the course took place with the aim of strengthening linguistically and culturally the deaf community in Cariri and Ceará, whose act had the collaboration of deaf representative entities. On the other hand, from the questionnaires applied, 61.36% of the students pointed to the positive impacts of the aforementioned implementation, notably for the visibility of the community and the deaf culture. In fact, 81.81% believe that there will be an increase in the offer of professionals qualified to teach Libras, which was corroborated by 42.85% of the servers. In this way, from the insertion of the deaf in the educational context, it will allow the performance of their competences in social life, as well as allowing the realization of the deaf person's rights, including the full exercise of freedom and access to education .
