ABSTRACT:

The Brazilian Federal Constitution of 1988 establishes that everyone has the right to an ecologically balanced environment, imposing on the Public Power the duty to defend it. Brazilian legislation, in line with global discussions on the subject, notably milestones such as the publication of the Brundtland report, ECO 92, RIO +20, the proposition of Millennium Development Goals and, later on, the Sustainable Development Goals, evidenced the importance of nations adopting sustainable practices and adhering to global efforts to maintain development, observing sustainability as a fundamental foundation. In Brazil, the enactment of Decree 7,746/2012 and Normative Instruction No. 10/2012 of the Ministry of Planning, Budget and Management established a deadline for the implementation of Sustainable Logistics Management Plans (PLS) in federal public bodies. Federal Higher Education Institutions are key players in the formulation and application of public policies aimed at sustainability. Eight years later, there are still gaps and there is no homogeneity in the development of these actions in HEIs. In the RMC, the IFCE campus Juazeiro do Norte presents itself as a Federal IES that does not yet follow the mentioned legislation and considering its importance for the regional context, we sought to verify the reasons and causes. Initially, a national survey of HEIs, those that have and do not have PLS, the reasons why the IFCE campus in Juazeiro do Norte does not have an approved plan that is fully in application and indicate actions that can provide its preparation. Considering the national context, there is a non-compliance by most HEIs, with only 45% of the Federal Education Institutes having PLS in force, and that the main difficulties encountered were the lack of qualification and organizational culture for the implementation of Sustainable Logistics Plans in the Institutions. In the studied body, however, it appears that before proposing actions, it is necessary to investigate the dynamics of sustainable management in the body, in which it is clear that there are already diverse and decentralized sustainability actions, but the lack of training, time, servers and even the structuring of a specific sector to leverage and centralize planning actions combined with sustainability at the IES greatly impact the implementation of the PLS.
