RESUMO:

Considered a technological challenge, the management of waste tires is necessary due to the degrading polluting potential of this type of waste. Defined as non-biodegradable, tires can take up to 600 years to completely decompose after the end of their useful life due to characteristics such as durability and resistance that justify them as structures that are difficult to manage, as listed in the literature. In developed countries reverse logistics has been applied at advanced levels for many decades, complementing the supply chain, mainly due to legislative pressures. In Brazil, legislative pressure also drives the implementation of reverse logistics for tires through the provisions of the National Solid Waste Policy (Law 12,305/2010), CONAMA Resolutions No. 416/2009 and No. 452/2012, and IBAMA's Normative Instruction No. 01/2010. Nationally, IBAMA monitors and accounts for the implementation and execution of reverse logistics that provided the collection and correct disposal of the approximate volume of 5.23 million tons of waste tires in the period from 1999 to 2019, referring to the management action based on the cycle of product life and shared responsibility developed mainly by tire manufacturers and importers, in conjunction with municipalities and the action of other stakeholders involved in the process. The municipal management of pneumatic waste is accompanied by many obstacles, three are considered to be the main ones and which represent the reality of many municipalities: financial restrictions; the lack of cooperation between the public and private sectors; and the limited availability of qualified professionals in front of decision making. Thus, this research aims to analyze the environmental management practices applied to pneumatic waste generated in the city of Juazeiro do Norte-CE, with an emphasis on the practice of reverse logistics. A descriptive exploratory research with a quantitative approach, in which to describe the social phenomenon of reverse logistics, the following research methods were defined: case study, bibliographical research and document analysis, with the intention of contributing to the identification of bottlenecks in the management process of local pneumatic waste, for the literature, and assist decision making in municipal environmental management.
