RESUMO:

Fish farming has contributed to the development of several regions in Brazil. However, the main resource used in fish production is water. One of the main centers of activity in Ceará is the municipality of Orós, in the Center-South region of the state, favored by the Juscelino Kubitscheck dam, or Orós reservoir. From this perspective, the objective of this study emerges, which consists of analyzing the sustainability of fish farming in the Açude Orós. The methodology used to achieve this objective was given by the conversion of each specific objective into an interdependent and interacting research. The first two articles were built with a focus on theoretical assumptions, legal parameters and socioeconomic indicators, involving fish farming and sustainability. The last two articles were prepared showing the characterization of the environment and the subjects involved in fish farming in the municipality of Orós, and the trend of the activity towards sustainability. As a result, it was possible to highlight the deficiency of public policies elaborated and developed in the municipality in question regarding fish activity; the strong influence of fish farming on the municipality's economic indicators; the challenge of producing in periods of water scarcity, in addition to the abysmal management between governments and producers; and, the trend of fish farming as a potentially sustainable activity, revealed through the creation and application of a new sustainability indicator, now called “Escada à Sustentabilidade”. Thus, it was concluded that fish farming in the municipality of Orós, despite the deficiency in some aspects, presents itself as a promising activity for sustainable development.
