RESUMO:

Poverty, its definition, as it is presented, ways to minimize it, among other issues, is a theme present in the governmental agenda with the purpose of promoting debates and directing the emergence of public policy initiatives and actions in order to subsidize the eradication. Planning public policies means considering in its formulation not only the execution, but also the monitoring and evaluation of the public materialization projected in its actions. In this sense, the objective of the research is to evaluate how the Bolsa Família Program, a public income transfer policy, takes place in the Metropolitan Region of Cariri - RMC taking as its specific locus the municipality of Caririaçu, one of the municipalities in the composition. The municipality of Caririaçu was created under the name of São José, through a provincial act on 05/11/1859 and by provincial law nº 1362 in the year 1876. After several changes made through laws and decrees, the municipality changed its name to if Caririaçu through state decree-law nº 1114, of 12/30/194. The municipality of Caririaçu has an estimated population of 27,095 inhabitants (2018). In order to meet the proposed for the research, the methodology used in the first part of the production of the work of the bibliographic procedure, as a general method, used the method - Delphi that was applied with the specialists in the theme. Still from a classification perspective, the research objectives were carried out in an exploratory way. In order to know the experts' perception of the program, a technical instrument, the questionnaire, was applied. This instrument had 17 (seventeen) questions, between open and closed. With the present work it was possible to conclude that the institutional design of the policy leaves nothing to be desired, all points are contemplated and categorized, but, as it is a policy with decentralized management part of what it proposes to accomplish ends up adjusting to the reality and the needs of the managers of the territories in which they are inserted, thus, the public policy thought in a national way, perhaps, can never reach its objectives.
