The reorientation of health practices through the lens of sustainable development and of collective health requires a new professional conduct, annihilating the biomedical posture to give space to practices from the integrality of care. The Family Health Strategy as a means capable of reorganizing health services in the territory based on knowledge determinants that affect the quality of life and impedes the well-being of the population. IS ODS 3 appears as a strategy of health surveillance to strengthen the well-being individual and collective in the territory through integrated actions. The objective of this research was to identify the interface of work processes in health surveillance with the development of sustainable development within the scope of basic care for the strengthening of ODS 3 in the territory. For this methodological approach of qualitative exploratory nature through an action research. The study was carried out in the municipality of Crato-CE in the Of the Family of Mercy of the Seminary Neighborhood, the residents of the year 1 (R1) of the multiprofessional residence program in collective health - URCA, members of the ESF staff and service users and neighborhood leaders. Three workshops were held thematic areas that allowed us to identify through the analysis of the Discourse of the Collective Subject the knowledge of the subjects of the research on the interface of sustainable development with the health work processes, to know the fragility and potentialities ESF mercy in the framework of ODS 3 with the construction of the FOFA matrix and the elaboration of the FPEEEA determinants and planning for the strengthening of ODS 3 in the territory. The study showed that the research subjects understand that the work processes developed by the ESF mercy promote sustainable development in the community through the actions of prevention and health promotion, humanized care and institutional partnerships. At weaknesses stem from failures in public health management and the evidenced were the association of the neighborhood, the arrival of PRMSC in the ESF, trained and involved in health promotion actions. The construction of the FPEEEA matrix cause / effect indicators corresponding to a decrease in the quality of life and conditions, interfering in the strengthening of ODS 3 in the territory. It is noticed that the health promotion actions developed at the ESF mercy by the professionals and residents of collective health allied to the residents' association, create spaces for the dimensions of sustainable development in the territory, however, the support of public health management places the health surveillance established in ODS 3.
