SUMMARY:

Less developed or developing areas face greater difficulties related to Solid Waste Management/GRS, especially in regions with limited public resources, such as small municipalities and the Eastern Cariri Region, which includes nine municipalities (Abaiara, Aurora, Barro, Brejo Santo, Jati, Mauriti, Milagres, Penaforte and Porteiras) with low population density and limited socioeconomic development. Based on this assumption, it is necessary to diagnose the current situation of GRS in these municipalities, in order to assist in the decision-making of the municipal public administration regarding the problem, as well as to propose improvements for the practice of Solid Waste Management and guide the planning of actions by the Public Consortium for Solid Waste Management of the Eastern Cariri Region. The objective of this study was to calculate the Updated Waste Management Condition Index (ICGRA) by applying the performance assessment of the nine municipalities that make up the Public Consortium for Solid Waste Management of the Cariri-Oriental Region/CORES – Cariri Oriental, as a diagnostic tool for solid waste management services to identify opportunities for service improvement. The data and information regarding the indicators were obtained by consulting official websites, academic literature, plans and studies relevant to the subject, consulting the CORES – Cariri-Oriental Consortium, contacting municipal managers and photographic records. After applying the data diagnosed using the ICGRA methodology, municipal management was classified as adequate or inadequate, according to the score achieved by each municipality.
