Development was long matched by the aspect of economic growth, where countries sought to achieve “satisfactory” targets and indices that would support the status of developed ones. Thus, they neglected the needs arising from the collective and inherent to the subjects. Subsequently, these indicators gain a new dimension and begin to treat man as a means to measure development, incorporated to sustainability, with the protection of material and natural goods, where the present generation can enjoy these, without compromising them for future generations. For this to happen it is necessary for the individual to develop fully, and the state has a preponderant role in ensuring the well-being of the individual, regardless of biological, psychic and social conditions. However, for many years some social groups, such as those with a disability or limitation, such as the deaf / hard of hearing, lived out of the socio-educational and professional environment, due to the lack of policies or compliance with these to guarantee their participation in society. In Brazil, recently, there have been incentives to change this scenario and the formation of teachers for the teaching of Brazilian Sign Language (Libras) has contributed to the inclusion of these people, especially in the labor environment and, consequently, thousands of deaf people will benefit. through this educational process. This study aims to analyze the process of implementation of the Letters / Pounds Course at the Federal University of Cariri (UFCA) and its impact as a mechanism to promote the rights of the hearing impaired. It is intended to achieve these objectives through a descriptive and analytical mixed methodology, which involves qualitative and quantitative methods in a phenomenological and exploratory way. It will be analyzed the Pedagogical Political Project of the Course (PPC), applied semi-open questionnaires and application of the Free Word Association Technique (TALP) to the subjects involved: heads of entities, servants and students of the UFCA Letter / Pound course. Data analysis will take place with the help of the IRAMUTEQ and R programs.
