RESUMO:

Since the beginning of this century, sustainable public procurement (PHC) has emerged as a powerful state instrument for realizing the sustainable development (SD) paradigm. With the PHC, the public administration (PA) seeks production and consumption patterns that harmoniously comprise three dimensions: environmental, social, and economic, gathered in the so-called triple bottom line (TBL). This research investigates the way Brazilian PHC legislation encompasses the TBL. In the methodology, it is a research of quali-quantitative approach, using the hypotheticaldeductive method. As for the purpose, it is basic strategic and, regarding the objectives, it is exploratory, descriptive, and explicative. About the procedures, it is bibliographic and documentary. To investigate the issue of PHC, twenty-five legal norms maintained by the Ministry of the Environment (MMA), the main Brazilian body responsible for the subject, were visited. Such textual corpus allowed for lexical and content analyses regarding the interaction between the dimensions of sustainability. The text mining step adopted in the present work is carried out through the IraMuTeq Free Software. In addition, secondary data available on the Federal Government Procurement Panel institutional website were also used in the theoretical foundation. As a result, it is argued that a misunderstanding occurs in the conception of Brazilian legal norms directed at PHC, since they are not individually committed to the TBL. Such a scenario obviously undermines the successful application of these standards and undermines the country's DS.
