RESUMO:

Poverty, its definition, how it is presented, ways of minimizing it, among other issues, is a theme present on the governmental agenda, with the purpose of promoting debates and directing the emergence of initiatives and actions of public policy in order to subsidize eradication. This is also a subject present in the Agenda 2030 for Sustainable Development, adopted by 193 countries in 2015 among them Brazil, being as central axis. In this sense, social income transfer programs are public policy strategies in Brazil. For Rocha (2013), the transfer of income is an innovation, since it makes it possible to break with the welfare cycle, where the main needs were met in an emergency, and then established as an important facet in the social protection system of the Brazilian. One of the strategies created by the social policy of income transfer was the Bolsa Família Program (PBF). Thus, what we seek to understand with research is to evaluate how politics happens in practice if, as a focused and redistributive policy, it is able to achieve its objectives and goals, especially from the point of view of the actors involved in the process, generating a social debate, from its formulation, through its implantation until reaching its beneficiaries, identifying in these, the development of its protagonist perspective. To answer the question raised, the methodological path will start from the bibliographic research. The text will contextualize the themes, poverty, public policy, income transfer, family scholarship program and some national and regional statistical indicators through the authors visited: SEN (2017), TAVARES; BOULLOSA (2010), ROCHA (2013), as well as data from the Ministry of Social Development. In a second moment will be contextualized the territorial cut of the Metropolitan Region of Cariri RMC, municipality of Caririaçu, where it should happen the survey of social information, considering the scope of the research will be evaluated in this space as the Bolsa Família Program is constituted. The instruments used for the collection of social data will be conceived through the Delphi and Interview methodology and the questionnaire technique.
