Digital technology drives profound and radical changes in the most diverse areas of current society, being the main foundation for sustainable development in the era of fourth industrial revolution. Different organizations are faced with complex problems, globalized and with increasingly demanding and informed customers with a wide world of knowledge available. Faced with this scenario, it is necessary to review organizational structures, improve internal processes, create value and meet the needs of your audience in an efficient, accessible and agile way. Public institutions at different levels are moving towards Digital Government, a change in paradigm, organizational structure and the way services are provided. Around this current and challenging issue, the low digitalization of municipal governments can be seen, especially in municipalities in the interior, which impacts the efficiency of the provision of public services, generates bureaucratic processes, contributes to the low level of governance and, consequently, , harms sustainable regional development. This work sought to develop a tool that could help municipal management understand its current situation in relation to digital transformation. The Digital Maturity Matrix was built based on the bases and guidelines present in Brazilian legislation identified in the data survey, which have requirements and dimensions that guide the digital transformation process. The matrix becomes a diagnostic tool identifying the degree of maturity, presenting deficiencies and opportunities, as well as developing the role of a base instrument for planning technological advancement, since it is possible to identify challenges and opportunities for municipal management. As case studies, three municipalities in the metropolitan region of Cariri were used with data published in digital databases, where it was observed that they are at level 3 of maturity, pointing out that there are actions towards the use of technologies, but structured and strategic development for Digital Transformation is still necessary.
