EVALUATION OF THE CONDITION OF INTEGRATED SOLID WASTE MANAGEMENT IN MUNICIPALITIES IN THE SERTÃO CENTRO SUL-CEARÁ REGION

The Municipal Plan for Integrated Solid Waste Management is one of the instruments of the National Solid Waste Policy (Law No. 12,305 / 2010), which is indispensable for the planning of municipalities for the management of their waste, in addition to being, under the terms provided for by that law , a condition for access to Union resources. In this context, the establishment of indicators that assess the adequacy of solid waste management systems to legal guidelines is an important tool to assist public managers in the processes inherent to solid waste management. . Thus, compliance with the guidelines of this policy helps cities to move towards sustainability and a less aggressive environment model for society. Based on this context, this study aims to assess the condition of integrated solid waste management in municipalities in the Sertão Centro Sul region, in the state of Ceará, using the Updated Waste Management Condition Index (ICGRA). This index was developed by 62 indicators arranged in four categories: system characteristics, system planning, operational conditions and management alignment with the National Solid Waste Policy and modern waste management techniques. For a better understanding of the performance of the evaluated management systems, the sustainability indexes of the selective collection and of the waste pickers' organizations will also be determined. The methodological path of the study will be carried out by applying the ICGRA spreadsheet to each of the municipalities studied (Iguatu, Jucás and Quixelô). For this, field visits will be made in the municipalities, interviews with the managers responsible for the management of solid waste and consultations with available publications, legislation and regulations, as well as existing plans. At the end of this research, it is expected to have been possible to know the real sustainability conditions of selective collection and waste pickers' organizations, as well as the condition of integrated solid waste management, of the municipalities studied, identifying their strengths and weaknesses in order to propose themselves , to the managers responsible for this service, improvements in public practices and policies focused on this matter, prioritizing the most urgent public interventions.
