PUBLIC POLICIES FOR FINANCING HIGHER EDUCATION AS A SUSTAINABLE DEVELOPMENT STRATEGY: A study on the Federal University of Cariri.

This work aims to understand the public policies of higher education after the 1988 Constitution came into effect, followed by the impacts and effects of higher education funding, based on a case study carried out at the Federal University of Cariri (UFCA). For that, it is necessary to understand the path of the Brazilian Constitutions on the issues of education and financing, until the arrival of the Citizen Constitution of 1988 and its changes constituted through Constitutional Amendments. Higher education in Brazil has been going through periods of crisis that result in the reduction of the public budget and strengthen the logic of the private market. In this sense, the research seeks to answer the following question: From the public policies of higher education financing, in the light of the Citizen Constitution of 1988, what are the effects of financing at the Federal University of Cariri (UFCA) from the perspective of sustainable local development? The work is organized, in addition to the Introduction, into three chapters, followed by final considerations and appendices. The first chapter deals with the evolution of education and financing, in the light of the Federal Constitutions, from the Imperial Constitution of 1824 to the Citizen Constitution of 1988, followed by the understanding of education as a fundamental social right, an approach to public policies in education and the sustainability perspective. In the second chapter, the financing policies implemented from the Citizen Constitution, programs such as Reuni, Prouni, Fies, UAB, Ifet expansion and Future-se are discussed. The third chapter is aimed at financing higher education and its repercussions on the creation and expansion of the Federal University of Cariri - UFCA, also in this topic are presented the results of the interviews with social actors who relate to federal universities. For that, it was used in the exploratory research, with the approach of the data by the qualitative method. The study population consists of a dean, directors of the dean's office, president of the rector's council, president of the teachers 'association and president of the national teachers' union. For qualitative treatment, data were collected through documentary, bibliographic and semi-structured interviews.
