RESUMO:

Studies focusing on sustainable development point to several
political, economic, social, cultural and
environmental impacts. These studies are unanimous in defining the need for a
harmonious relationship with the territory in which it is inserted, as
fundamental importance of achieving a higher quality of life, based on the
preservation of natural resources, and in the improvement of public and
considering the endogenous social and cultural values. A sine qua question
promoting sustainable development is the critical
individual, which must be anchored in sound cultural and educational policies, which
should be developed and managed from the specific characteristics of each
territory. Based on this perspective, this research envisages the understanding of the
sustainable development, with a focus on
public reading activities, in view of the social role of public libraries in the
readers, who in turn become more critical
the political scenario of their cities. We take as reference the model
of social management in the city of Medellín (Colombia), which has been
recognized as successful and fully replicable, the city that was once known
as the traffic capital of the world, is now a reference in innovation and public management,
based on a sound education and culture policy
readers. We have, as a general objective, to analyze the development model
of Medellín, with emphasis on the perspective of replication of the public policies of
culture, information and reading in Juazeiro do Norte, in view of the existence of
historical and geographical similarities between the two cities, and the full potential of
development that places Juazeiro in the role of the great Brazilian metropolis. At
methodological construction, this research is characterized as bibliographical, of a
qualitative, and, in terms of the ends, is classified as exploratory and descriptive. The collection of
This was done through documentary-analytical research that
theoretical and conceptual aspects alluding to the existing public policies in the two territories
studied. It is hoped that this study will contribute to the theoretical discussions
sustainable regional development by encouraging the creation of networks of
exchanges between the two cities studied, aiming at the sharing of the
social management practices, especially public policies to encourage reading.
