Planning and Metropolitan Governance Interfaces in the Interior of Ceará: a comparative analysis between Juazeiro do Norte and Sobral

This paper analyzes the interfaces between urban planning and metropolitan governance in the Metropolitan Regions of Juazeiro do Norte and Sobral, located in the interior of Ceará. Considering the accelerated urban growth and the socioeconomic complexity that involve metropolitan areas, it is imperative to evaluate how the Master Plans and Integrated Urban Development Plans (PDUIs) of the Cariri and Sobral Metropolitan Regions address aspects that deal with public functions of common interest and interfederative governance. The research, of an exploratory and qualitative nature, uses documentary analysis, case studies and field research in order to investigate the respective processes of review of the PDs, as well as the implementation of the PDUIs. Preliminary results indicate that although there are significant efforts towards regional integration, challenges persist related to coordination between the federative entities and the implementation of urban policies. The research indicates recommendations to improve metropolitan governance and strengthen urban planning in these regions studied, which contributes to sustainable development in accordance with the Sustainable Development Goals (SDGs) defined by the UN.
