SUMMARY:

Sewage treatment stations (ETE), despite being fundamental for the control of
environmental pollution, are also potential causes of environmental impact. For this reason
are subject to environmental licensing, subsidized by environmental studies. In Brazil, the
content of these studies, and the licensing stage at which they may be requested, may
vary from state to state, according to their own laws and procedures. In turn,
this flexibility of content may limit the proper analysis of the impact of the ETE on the environment
site, making it impossible for the primary function of environmental licensing to be fulfilled.
Given this context, this research will evaluate the guarantee of service of WWTPs of
developments located in Juazeiro do Norte - Ce, which develop high-quality activities
degrading polluting potential (PPD), to the relevant environmental legislation. to guide this
analysis, the constraints of resolutions of the State Council of
Environment of Ceará, municipal law 2.570/2000 and municipal decrees dealing with the
matter now under consideration. At the Municipal Environmental Authority of Juazeiro do Norte,
collected the following data: location of the licensed undertakings that developed
high PPD activities, in relation to urban zoning and proximity to wells
public water supply; type of activity and effluent treatment technologies
generated in each activity; quality of treated effluents; and type and location of bodies
receivers. The guarantee of compliance by the ETEs with the legal conditions will be analyzed by
through the application of Fuzzy Logic and probabilistic risk assessment. In the analysis of
Preliminary results identified 35 enterprises that developed activities
of high PPD, of which 4 were located in areas that had restrictions on this type of
use. It was also verified that there was an important battery of supply wells
public water supply surrounded by such developments. Regarding the quality of the effluents,
treated by physical-chemical and/or biological processes, non-compliance was verified, by
some ETEs, legislation regarding compliance with standards and conditions for release
of liquid effluents in soil, surface water bodies and public sewage system. At end
from this research it is expected that the knowledge of the guarantee of the ETEs researched in the context of the compliance with the guidelines of the relevant legislation makes it possible to propose, when necessary,
of a minimum set of technical elements to be analyzed during the process of
licensing of these units, thus contributing to the control of environmental pollution.
