SUMMARY:

Tourism has been presented as a social, cultural and economic phenomenon, can attribute social significance to cultural heritage, fosters a sense of belonging and historical continuity, also assuming the role of tourist attraction and becoming an important and fundamental resource for local communities and heritage conservation. In turn, cultural heritage comprises what is important to the history of a place and its residents, making it relevant to understand the need to preserve or even maintain this heritage so that it can be passed on to future generations. Cultural tourism, in particular, emerges as one of the sustainable development strategies, comprising a set of tourist activities related to experiencing significant elements of the historical and cultural heritage of a given place. The municipality of Icó, located in the Center-South region of the state of Ceará, has been receiving particular attention from the tourist segment for its material heritage of historical and cultural value, which has an architectural and urban complex listed as a Federal Instance since 1998. In this perspective, based on its material cultural heritage, built historically and withstanding time, the municipality of Icó has potential to promote the development of cultural tourism, demanding that this segment can be developed from the perspective of heritage sustainability. In this way, the objective of this study emerges, which consists of analyzing cultural tourism in the municipality of Icó/CE, with emphasis on the construction, resistance and sustainability of its material cultural heritage, as a way of promoting sustainable regional development. The methodology used to achieve this objective was due to the conversion of each specific objective into an interdependent research. The first article was built with a focus on the socioeconomic context of building, permanence and maintenance of the material cultural heritage of the municipality of Icó/CE, for sustainable regional development. The second article was prepared showing the realization of a diagnosis of cultural tourism in Icó, and the suggestion of an action plan to enhance this tourist segment, aiming to promote local sustainable development. It was possible to highlight the need for a more efficient strategic plan to encourage the development of tourist activity combined with cultural heritage, thus the urgent need to expand and seek improvements in spite of the potential of cultural tourism. Based on the results, the implementation of the BSC in the municipality can significantly contribute to the creation of a culture of measurement and evaluation of performance in the public service, expanding the vision regarding the actions and strategies of public management at the municipal and state levels for the effective public policies regarding tourist activity Thus, it was concluded that cultural tourism in the municipality of Icó, despite the challenges in some aspects, presents itself as a promising activity for sustainable development.
