SUMMARY:

Digital technology drives deep and radical changes in the most diverse spheres of society, being the main foundation for sustainable development in the era of the fourth industrial revolution. The various organizations are facing complex, globalized problems and with increasingly demanding and informed customers with a wide world of available knowledge. Given this scenario, it is necessary to review organizational structures, improve internal processes, create value and meet the needs of your audience in an efficient, accessible and agile way. In this context, public institutions are also inserted in different instances that advance towards Digital Government, a paradigm shift, organizational structure and the way services are provided. Around this current and challenging issue, the assessment of the digital maturity of municipal governments is perceived as a research problem. Such maturity impacts on the efficiency of the provision of public services, on the bureaucracy of internal processes, on the level of governance and, consequently, on sustainable regional development. As an objective of the work, we seek to identify the challenges and opportunities in advancing the digital transformation challenges of municipalities. For this, a maturity model will be built that is able to identify the digital maturity of the municipalities, based on the Capability Maturity Model and Capability Maturity Model Integration. As a consequence, a guide instrument for the digital transformation process is sought. The model will be applied in at least three municipalities, through the various collection instruments that involve structured questionnaire, data collection through interviews and document analysis.For the treatment of textual data, content analysis will be carried out based on data mining techniques, such as similitude, hierarchical descending and correspondence analyses. For analysis of the other data collected, multivariate analysis tools will be adopted with which it will be possible to build and validate the model from the verification of correlations, groupings and identification of trends of the variables used.
