RESUMO:

The Municipal Plan for Integrated Solid Waste Management is one of the instruments of the National Solid Waste Policy (Law No. 12,305/2010) essential for the planning of municipalities n the management of their waste, in addition to being, under the terms provided for by said aw, a condition for having access to federal resources. In this context, the formation of ndicators that assess the performance of solid waste management systems according to lega guidelines constitutes an important tool to assist public managers in the processes inherent ta solid waste management. Thus, an adequate management of urban solid waste helps cities ta move towards sustainability and a model of society that is less aggressive towards the environment. Based on this context, this study aimed to assess the condition of integrated solid waste management in municipalities in the Sertao Centro-Sul region of Ceará, using the Updated Waste Management Condition Index (ICGRA). This index consists of 62 indicators arranged in four categories: system characteristics, system planning, operational conditions and management alignment with the National Solid Waste Policy and modern waste management techniques. The methodological path of the study was carried out by applying the ICGRA spreadsheet to each of the municipalities studied (Iguatu, Jucás, Cariús, Saboeiro and Quixelô) For this, field visits were carried out in the municipalities, interviews with managers responsible for solid waste management and consultations to available publications, legislation and regulations, as well as existing solid waste management plans. From the results obtained, it was found that the conditions of the integrated solid waste management vstems of the studied municipalities were classified as Inadequate, with non-compliance with the guidelines established by the National Solid Waste Policy and inadequate operating conditions as the main factors that compromised the quality of those vstems. With regard to selective collection, it was found that the challenges are still great, since only the municipalit v of Jucás partially mplemented this type of collection. It was also found that none of the municipalities surveved had a public policy aimed at assessing the strengths and weaknesses of their solid waste management systems, which made it difficult for managers to diagnose and, consequently, ta plan and implement interventions most urgent public services. In view of these results, actions aimed at improving the performance of the steps involved in the management and management of MSW in the municipalities surveyed were suggested.
