The research presents the financing of the Federal University of Cariri (UFCA) in the light of Sustainable Development, based on the Brazilian Constitutions, public policies for higher education and the current context of reducing public funds for the development and continuity of the attributions of Public Universities Federal Governments in the realization of the fundamental right to public education. The work begins with the identification of constitutional guidelines on the terms education and financing, from the Imperial Constitution of 1824 to the arrival of the Citizen Constitution of 1988. It is followed by the presentation of the main Brazilian public policies for financing higher education. And finally, investigating the process of allocation to the financing of the Federal University of Cariri, in view of the successive cuts and restrictions on funds, and how the UFCA aligns its activities with support for Sustainable Development. To achieve these goals, three main axes were built: education and financing from a constitutional point of view, public policies for financing higher education, and financing and sustainable development within the scope of the Federal University of Cariri. This is a case study, with a predominantly qualitative approach, based on the survey of bibliographic and documental information and the application of questionnaires to managers who are directly related to the application of funds in the Institution. Discursive textual analysis and three forms of analysis in the Iramuteq software were used in the treatment of information: Descending Hierarchical Classification, Similarity Analysis and Word Cloud. Initially, the sample totaled nine participants, of which only two accepted the invitation. The questionnaires were applied between the months of May and July of 2021. The research reinforced the current discourse on the difficulties faced by Public Universities in Brazil, demonstrating that the cuts and restrictions of funds affect the development of educational institutions, the community local, science and indisputably the progress of teaching, research and extension activities. Thus, it is essential to implement regionalized public policies integrated to local needs, as well as the expansion of public funds. UFCA promotes a strong link between students, the community and the sustainable development of the Cariri region, emphasizing that it includes in its structure and actions the sustainable parameters, so rooted in this University.
