RESUMO:

This project aims at the analysis of environmental legislation applied to water springs in the municipality of Crato - CE. The water sources are responsible for maintaining its population, flora and fauna. In the past they had a significant role for the  occupation of the city and the performance of economic activities in the region. The use of spring water needs specific and appropriate regulation to conform with the needs that those natural elements demand. It is necessary a regulation to preserve the springs, so they are able to remain active. This regulation has to set springs as protagonists of sustainable regional development. It is observed, however, that the environmental legislation dealing with springs at national, state and municipal levels could be more specifically dedicated to the protection of them, taking into account their specificities and projecting a perspective of regional development based on sustainable actions and not only restraining itself at technical / legal elements that are insufficient to protect, preserve and raise the level of importance of water sources in the city. It is also necessary to emphasize the decisive role played by water consumers in the city for making decisions about the resource usage and the contributions to the resolution of demands that deal with maintenance of the springs. This study seeks to analyze this performance, as an important contribution to the demands necessary for the maintenance of the springs, considering its influence in the elaboration of public policies to the proper use of water and projects that make possible sustainable regional development of the region. In this context, the objective of the study is to analyze the environmental legislation associated with the springs in the city of Crato, asserting the historical, current and future importance of its waters for regional development. This research will be exploratory, using the hypothetical-deductive method, being characterized as an action research, presenting documentary and bibliographic surveys, with analysis of primary and secondary sources, with interviews and semi-structured questionnaires for data collection.
