RESUMO:


The environment and the aspects related to its use and protection are increasingly evident in the discussions on the subject, in view of the recognition of the dangers arising from a growing scenario of environmental crisis capable of determining the meaning and future of society. In Brazil, the fiscal crisis of the state and the decentralization processes, since the beginning of the nineties, have driven a tendency of valorization of local governments as agents of renewal of public policies. These changes led to an important discussion about the need for changes in production processes and regional development policies, in other words, the need to search for a new development model. The objectives outlined for this scientific work are to investigate the effectiveness of the State Water Resources Policy of the State of Ceará, identifying the public policies linked to it, as well as the application of the Strategic Environmental Assessment - SEA in the State Water Resources Policy - PERH from the perspective of sustainable regional development. As well as understanding the main concepts related to sustainability, public policies and water resources, analyze the difficulties of PERH, identifying the possible critical points regarding its objectives, instruments and institutional aspects, and other public policies, apply a Strategic Environmental Assessment - SEA allowing the use of environmental, economic, social variables in the thinking and constitution of public policies in Brazil and study the behavior when using the Strategic Environmental Assessment - SEA in the State Water Policy - PERH of the State of Ceará, as a way to aggregate existing instruments with environmental management practices and sustainable public policies.
For this the work will be developed using the approach called qualitative research, because they have the facility to describe the complexity of a given hypothesis or problem, analyze the interaction of certain variables, understand and classify dynamic processes experienced by social groups, present contributions in the process of changing, creating or forming opinions of a particular group and allowing, in greater depth, the interpretation of the particularities of the behaviors and attitudes of individuals. Data collection will be performed using the following techniques: bibliographic research, documentary research. The use of the Strategic Environmental Assessment (SEA) method will be paramount for research, so it is necessary to know the Environmental Impact Assessment method, the predecessor of the basic method of scientific work. The aim is to evaluate if the application of the Strategic Environmental Assessment will contribute to a better performance of PERH, being able to observe solutions to the possible failures observed in the process, as well as a better efficiency. In the functioning of river basin committees, SEA can help to improve by increasing participation in coordinating activities to implement basin-level policies, plans and programs, which can be achieved in basin plans. This improvement addresses aspects such as the evaluation of policies, plans and programs prior to the decision to implement them, as well as the maintenance of a reliable environmental information system.
