RESUMO:

This research addresses the management of people in the university library within the framework of skills and competences training. It has the purpose of answering the following questioning basis: How to structure a program of action in university libraries, presenting the librarian as professional protagonist, referring to the practices of people management, contemplating the formation of skills and abilities, applied to the reality of the State of Ceará ? Its main objective is to investigate people management practices in university libraries through the formation of skills and abilities of the librarian within the context of the state of Ceará, aiming at proposing a program of action and, as specific objectives, seeks to discuss practices of people management in university libraries from the formation of skills and abilities; analyze the key competences for the management of people in university libraries; to describe strategic and methodological practices of the librarians' managers of people in the university libraries as well as to propose a program of action for the management of people in university libraries in the scope of the skills training of the librarian. The theoretical framework was divided in two chapters where we work on the first reflections on the management of people in the environment of the university library and on the second the skills and abilities of the librarian in university libraries in the context of people management. As for the methodological procedures, it is characterized in terms of purposes as descriptive - exploratory; as to the means by the bibliographical research; for the treatment of the data as quanti-qualitative; the method used will be the comprehensive hermeneutic; we will use as an instrument of data collection the questionnaire by means of electronic survey the fields for study will be the private university libraries of the state of Ceará and the subjects the librarians managers in the exercise of the profession. We intend with the investigation to structure a manual of action in university libraries, referring to the practices of people management applied to the context of the State of Ceará, aiming to be a starting point for the construction of strategic actions of people management in the university library.
