This study proposes a teacher training program in LIBRAS for teachers at an elementary school in the municipality of Juazeiro do Norte, Ceará. In this vein, it investigates the teacher training policies that the municipal education network of Juazeiro do Norte-CE offers to elementary school teachers from the 1st to the 5th year, to work with deaf students, in order to favor access to information, giving emphasis on the dissemination of Libras, information accessibility, the education of the deaf, and their inclusion in the school environment. The aim is to assist and expand the discussion on the teacher training policy adopted by the municipality. The approach of two fields, teacher training and information mediation, establishes reflections and a thorough analysis of the nuances that each of them presents, the historical situation of these spheres highlights an analogy between the two. The preference for the research locus was due to the results obtained in recent years indicating that the municipality has not achieved good results. The study provided a reflective analysis of the teacher training model adopted by the municipality and pointed out that the municipal education network does not have a complementary or continuing teacher training school that meets the needs of the network's teachers, based on a systemic perspective that dialogues with interdisciplinarity, with bilingual teaching possibilities and with the different realities that coexist in the same classroom. The teacher training proposal, developed by the Municipal Department of Education of Juazeiro do Norte, CE, involves several actions, but does not present a conceptual structure, based on the professional teaching identity from a bilingual perspective.
