Asset management in the practice of forming and developing collections in federal public administration libraries: the context of the Federal Institute of Education, Science and Technology of Ceará

Addresses the conceptual aspects of the management of material and heritage resources of the Brazilian federal, autarchic and foundational Public Administration, in order to highlight the patrimonial control of the assets from the legal-administrative point of view and in accordance with the stages of the collection development cycle , being essential for the solidification of the legal requirements that permeate the management of book assets, as a public, permanent, mobile and tangible asset of a federal educational institution. It examines in general the administrative processes adopted in the patrimonial management of the bibliographic material of the library of the IFCE Campus Crato in accordance with the federal legislation and institutional documents, aiming at the recommendation of a process management model for the patrimonial management of the physical bibliographic collections to the referred library and specifically aiming to identify the characteristics of asset management in the literature in the area of Public Administration, Administrative Law and Accounting; to verify how the Formation and Development of Collections stages can contribute to the solidification of the legal requirements that permeate the bookish patrimonial management of libraries of the federal autarchy; and to produce an instrument in the format of a regiment for asset management of the physical bibliographic collection of the IFCE Campus Crato library. The methodological course is delimited in a descriptive, bibliographic and case study research, based on the qualitative approach, using a structured and semi-open questionnaire as a data collection instrument, and adopts the technique for data analysis and interpretation of content analysis. It is hoped that this research will contribute to discussions around the asset management of bibliographic materials within the scope of Public Administration and enable improvements in the execution of the management flow of physical books at the José do Vale Arraes Feitosa Library, bringing benefits to the activities involved in the steps Formation and Development of Collections of the IFCE Library System.
