RESUMO:

It states that social education policies exert a fundamental expectation as a remedial
decision-making on the history of Brazilian racial inequality. The purpose of this
research was to investigate the formation and development of collections for the black
population, considering the universe of school libraries. Since, the black population is
in representative disparity in traditional educational institutional means, in their
materials, contents and services. This social and librarianship problem supported the
following problem question: Considering the diversity of materials, supports and
services of school libraries, how can ethnic-racial issues be guided in the policy of
formation and development of the collection of these information units, to the
effectiveness of Law 10.639/2003? In order to face this problem, the general objective
was formulated: Develop an anti-racist guide for the formation and development of
collections thinking about the Municipal System of School Libraries of Juazeiro Do
Norte - Ceará, observing what enacts Federal Law 10.639/2003, which determines the
mandatory teaching of Afro-Brazilian and African History and Culture in school
curricula of elementary and middle levels of Brazilian education and Municipal Law
3643/2010, which dictates the integration of school libraries in the public municipal
education network of Juazeiro do Norte/ EC For specific purposes: a) Reflect on how
school libraries can organize themselves to comply with Law 10.639/2003, regarding
materials, services and products; b) Defend the importance of implementing an anti-
racist Collection Management Policy in school libraries; c) Propose a guide for the
formation and development of collections for the Municipal System of School
Libraries of Juazeiro do Norte – Ceará that fall within the scope of Municipal Law
3643/2010; d) Debate the importance of the black movement for the construction of an
anti-racist society in the educational environment. The specific objective c) exposes the 

product of this research, as something possible of practical applicability destined to
collaborate with the project of the Municipal System of School Libraries of Juazeiro do
Norte - Ceará. The present research is in progress, supported by the methodological
process of bibliographic review, using consolidated informational materials on the
subject, still of an exploratory and descriptive nature, seeking greater proximity to the
nuances of the specific objectives. This study is still qualitative, not concerned with the
collection of numerical data, but with the breadth of the object of study. Having gone
through all this process, as a perspective for final considerations, it is expected to
contribute to the formation and development of more democratic collections in school
libraries, seeking to establish the representation of the black population with an
avowedly anti-racist proposal.
