Parameters for institutional policies on inclusion and accessibility of people with disabilities in the context of higher education in the federal public universities of Brazil

This is a research about the development of an institutional policy model for inclusion
and accessibility for people with disabilities in the context of higher education in Brazilian
federal public universities. The course of this study starts from the following research problem:
What parameters can be adopted in the process of developing institutional public policies for the
inclusion and accessibility of people with disabilities in the context of higher education for
federal public universities in Brazil? Therefore, its general objective is to develop a model of
institutional policy for inclusion and accessibility of people with disabilities in the context of
higher education for federal public universities in Brazil, for this purpose, it is intended to
address the following specific objectives: a) reflect the inherent theorists accessibility and
inclusion in the context of higher education from the perspective of the librarian's role as a
social transforming agent; b) identify official and technical documents that support the creation
of an institutional policy for the inclusion and accessibility of people with disabilities for federal
public universities; c) to map institutional policies for the inclusion and accessibility of people
with disabilities, already existing in the context of higher education; d) investigate parameters of
these policies, observing the contexts that involve people with disabilities, in order to structure
the model. In the methodological procedures, the research logic and line of thought of
phenomenology will be used, with bibliographic and documentary technical procedures. In
addition, this study is applied in nature with a qualitative approach, therefore presenting
exploratory objectives. In the theoretical framework, accessibility and inclusion in the context of
higher education and the historical approach of social librarianship were discussed. Finally, it
follows the partial considerations, in which the structure of the proposed product is presented,
which will contain parameters for the development of institutional policies for inclusion and
accessibility of people with disabilities in federal public universities in Brazil.
