This study aims to analyze the contribution of school librarians in the development of information competence for users of the private education network in the municipalities of Crato and Juazeiro do Norte, in the State do Ceará and, make a comparison of the development of the same skills in the scenario where there is no presence of the librarian. The specific objectives are: to analyze the theoretical and conceptual perspectives, the characteristics and applications of information competence; identify and map the school libraries at the research site that have librarians and those that do not, and describe what actions, products and services the school libraries have offered to users, in order to awaken the development of information competence. For this study, a phenomenological approach was necessary, seeking a direct description of the experience of these realities. As a reference framework for the study, ethnomethodology is used because it analyzes beliefs and behaviors, adapting to the research objective. Taking an exploratory approach of a descriptive nature, it is necessary to use semi-structured questionnaires as a collection technique. And, finally, to elaborate an instrument in the form of a handbook, with suggestions of activities that can be developed in the library, with the objective of developing the users; informational skills.
