This research is about the planning in unities of information in the context of the libraries of
Federal Institute of Education, Science and Technology of Ceará (IFCE), which cater to different
user profiles, various variables, levels and teaching areas of the Institute, besides offering
services and products characteristic of school, university and used libraries. Focus on an
organizational diagnosis stage, which identifies the institution's strengths and limitations, based
on quality indicators from technical and international conventions. Therefore, it starts from the
following question: what indicators should be used to identify the strengths and weaknesses of
the libraries of the Federal Institute of Ceará? Establish as a general objective the proportion of
an organizational diagnostic instrument with indicators used with the profile of the IFCE
libraries. The specific objectives of the bus characteristic of the IFCE Library System regarding
its organizational and physical structure, and how many human resources, users, services and
collections; identify quality indicators in regulatory documents that establish rules for libraries
with resources similar to the libraries of the IFs and structure a diagnostic instrument with
guidelines and indicators applicable to the specificities of the IFCE libraries. It uses as
methodological procedures an exploratory and descriptive research, in addition to bibliographic
and documentary, with a qualitative and quantitative approach, guided by the inductive method.
To collect and analyze research data, a content analysis will be used. It concluded that the
content analysis of guidelines for school and university libraries and accessibility standards
enabled the identification of important indicators for IFCE libraries. It aims that the proposed
product can be used as a guideline by the IFCE Library System, guiding or executing the
management work carried out in informal information units of its campuses and the implantation
of new units in the continuous process of expansion of the Institute, in addition to the use of
libraries of other Federal Institutes, contributing to the national Librarianship.
