Public Policies for School Libraries: construction of a program of action at the Secretariat of Education in Juazeiro do Norte - CE

It addresses a reflection on public policies for school libraries, taking into account the social and political aspects of this space. It presents a historical cut of the school library, Brazilian education and educational policies, as well as provides a conceptual dialogue on the subject in question from the authors used as theoretical reference. It analyzes the school library trying to understand its current context and its multiple possibilities of acting, as well as its educational function as social and cultural promoter. The problem that guides the research is to understand how the performance of the Municipal Education Department of Juazeiro do Norte-CE has been developed with regard to the proposal of public policies for school libraries. In this sense, the general objective is to investigate how the public policies for school libraries are given in this Secretariat, aiming to propose a program of action. The methodological procedures of the research are classified as descriptive and exploratory, as for the means used bibliographical and documentary, delimiting the case study. Regarding the nature of the data, this study is configured as quantitative and qualitative. The instruments of data collection are questionnaires and interviews, and the analysis of the data will be through content analysis. It is hoped that, through the results of the research, in spite of the proposed objectives not being fully achieved, that the work can establish new dialogues and reflections on the theme and thus contribute significantly, albeit at local level, to a development area.
